Orders and payment-link scope

When an inquiry becomes a commitment, create the order from the conversation. It gets an ID, a status, and an audit trail. No more order-by-chat-scroll.

Quantity and item changes edit the same order, keeping history. Starting a fresh chat thread for a change is how orders get lost.

The payment-link service supports KES card and M-Pesa provider flows, but the desktop link-creation workflow is still in progress. The current desktop release cannot generate a payment link from a conversation.

Treat this page as a scope note, not a procedure for collecting a live payment. Check the release notes or ask the Vendale team before relying on the end-to-end workflow.

The permission catalogue includes an `orders.refund` capability, but that key alone does not confirm a complete desktop refund flow. Ask the Vendale team to confirm availability in the current release.
